About the MLC
The Muslim Liaison Committee is a non-profit charitable organisation dedicated to promoting a greater understanding of Islam and supporting the educational development of Muslim children and young people.
Working in partnership with mosques, schools, statutory bodies, community organisations and volunteers, the MLC provides support towards a more inclusive approach to education and training. Through collaboration, advocacy and community engagement, we help create learning environments that promote equality, respect and opportunity for all.
Our commitment is to strengthen partnerships between education providers, families, faith communities and public services, enabling children and young people to thrive academically, socially and personally. By building understanding, encouraging dialogue and sharing expertise, we contribute to stronger, more cohesive communities founded on mutual respect and inclusion.
We are non-party-political and non-sectarian, and we are committed to non-discriminatory practices and equal opportunities. Our work is carried out by volunteers who give their time and skills in a genuine, conscientious and disciplined manner.
Our history
From advising on practical matters such as halal meals, to helping shape how Islam is taught in schools, the MLC's role has broadened with each generation of leadership.
Dr Yusuf Qamar, a civil servant, founded the MLC and served as its first chair. The committee's key aim was to advise the education authority on issues affecting Muslim students in schools, such as the provision of halal meals.
Fazal Kareem became chair and broadened the committee's role to participating in the Religious Education curriculum — locally agreed and implemented in schools.
Mirza Abdul Rashid (Barrister Sahib) became the committee's third chairperson in 2015, continuing the MLC's engagement with schools and statutory partners.
Shamsul Arifeen became chair in 2024 and leads the committee today, alongside a dedicated team of volunteers and a newly agreed constitution adopted in July 2024.
Our people
The MLC is directed by an elected management committee of between three and twenty members, who set the policy and direction of the group. Members take on specific responsibilities — from lesson materials to community circulation — and the committee co-opts additional skills as needed.
Leads the committee and represents the MLC to schools, mosques and statutory bodies. Currently Shamsul Arifeen (2024–present).
Support governance, coordinate meetings and maintain records, ensuring the committee runs to its constitution.
Lead on lesson fact sheets, year-group lesson plans, mosque circulation, publications and SACRE feedback.
